Delegates Close Climate Summit With a Funding Roadmap for Coastal Cities

Negotiators agreed on a staged finance plan that puts flood defence, heat shelters and early-warning networks at the centre of the next decade.

The two-week summit ended with a staged funding roadmap that channels support towards coastal cities first, a shift delegates described as the most practical outcome of the talks.

What the roadmap covers

The agreement sets out three funding windows: immediate flood defence works, a shared early-warning network, and long-term retrofits for public buildings such as schools and clinics.

  • Flood defence works reviewed every two years
  • A shared early-warning data exchange
  • Retrofit grants for schools, clinics and transport hubs

Cities do not need another declaration. They need a payment schedule they can plan a budget around.

The road to implementation

Officials will meet twice more this year to convert the roadmap into national plans, with the first progress report expected before the next assembly.
